China to eliminate padded payroll

Chinanews, Nov. 2 - Because of deficiencies in the financial and party
management systems, there is the phenomenon of widespread "padded
payroll" in certain parts of China. This not only increases the country's
financial burden, it also creates inequity and breeds corruption.
Li Shichun, deputy director general of the supervisory department of the
State Commission Office for Public Sector Reform (SCOPSR), said recently
that by the end of this year, SCOPSR will clean up any "padded payroll"
in each province (city, autonomous regions), eliminating anyone who is
receiving pay but not doing any work.
"Padded payroll" means that party members who have left their jobs or
receiving permission from party units to leave their posts continue to
receive salaries because the required paperwork has not been processed,
or that retired members continue to receive "government pay" after their
death, or that party members do not take up new posts, but continue to
stay at their previous units receiving "leisure pay".
In order to ensure that this cleanup work does not fade into oblivious or
leave room for people to bend corners, the personnel, labor, financial
and administrative departments at every level as well as each district's
party and government units will undertake implementation measures
seriously, with disciplinary and supervisory departments strengthening
their oversight. All relevant departments will take action against those
responsible for any fakes, forgeries, deceit and subterfuge discovered
during this cleanup process. Regarding problems and rectifying solutions
in this cleanup process, all relevant departments must make public their
actions within a prescribed scope and accept the supervision of society
and the people.
